This a kind of easy going 70s style rock and roll song, written to a statist / to any and all statists (the vast majority of the worldwide population).

You might think the lyrics are not especially kind, forgiving or constructive. But if there are still people (and there are - we're surrounded by them!) who still haven't recognised / remembered the importance of limiting the size and remit of government, it is quite hard to be forgiving / sympathetic towards them, considering the state of the world, isn't it?!?
